Am working on fixing up an older trailer. While removing one of the old clearance lights today, I grounded both wires with my vise grips. Boom - no lights. I gave up at that point for the day. Question - what are the odds I blew a fuse in the truck - OR is it likely the trailer has an in-line fuse in the harness that blew?

I'n no expert, but when I made a similar mistake my issue was a blown fuse in the truck.

I'll have to echo what Dan said, Last season I was working with a new wiring hook-up on my truck and popped the fuse under the hood, not any under the dash. So before you go tearing into any wires just make sure you've checked all the spots for fuses. I was totally confused when I did mine and ended up tearing into wires that were fine before I realized that I hadn't looked at all the fuses.
